RISO Ink smearing

I have 4 different drums of different color ink for a Riso 3750. After printing, I notice that the ink smears a lot. Even after letting the prints sit for a day or two, the ink still smears. I've tried different paper stocks. Some smear more than others ... but they all smear. Can I fix this or is the ink just old? All of the inks are Riso approved, but they were bought for cheap and I don't know how fresh they are.

Riso inks have an expiration date.
